RESIDENTIAL CART DELIVERIES BEGIN FOR NEW CARTSMART RECYCLE, COMPOST AND GARBAGE COLLECTION SERVICE

92,000 Homes in the RethinkWaste Service Area to Receive New Carts

SAN CARLOS, CA - August 30, 2010 - This morning marks the beginning of Recology San Mateo County's phased delivery of 276,000 new Recycle, Compost and Garbage carts to residents in the RethinkWaste service area with deliveries first starting in the City of San Mateo. A total of 92,000 homes, or an average of 1,200 homes per day, will receive the new wheeled carts over the next three and half months through December 18, 2010. The new carts will be delivered the day before a resident's regular yard trimmings collection service day.

Residents will receive three new, wheeled carts: A black Garbage cart in the size of their choosing, 64- gallon single-stream blue Recycle cart and 96-gallon green Compost cart, with the exception of Hillsborough, whose residents will continue to use their existing green Yard Trimmings carts. The wheeled carts will be serviced by a new automated collection fleet of 72 side loaders replacing the existing Allied Waste fleet of rear loaders with two-person crews.

All total, Recology is investing approximately $35 million for the new residential collection fleet and carts.

The new residential program, known as "CartSMART," includes weekly collection service for Recycle, Compost and Garbage, including a conversion to Single-Stream Recycling, which allows residents to put all of their recyclables into one blue cart without having to sort materials. Residents currently use the "dual-stream" recycling collection system, which requires them to separate paper products from plastic, metal and glass containers and place into different recycling tubs.

Another new addition to the services in January is the collection of food scraps and food- and beverage-soiled paper products. Currently the green Yard Trimmings carts are only used for lawn trimmings, with the exception of the City of San Carlos, who rolled out a residential compost program last year. In December, residents will also receive a two-gallon kitchen pail for in-home use once the program begins in 2011.

"The start of the rollout today is a significant and meaningful milestone for our customers."

Residents may begin using all three carts right away, but are asked not to include food scraps in their Compost cart until January 1, except for San Carlos. Recycling and yard trimmings collection will continue to be every other week until January 1, 2011. Allied Waste of San Mateo County, the current service provider, will service the new carts through the end of this year, and will be using different trucks to pick up the Recycle carts. The trucks will look similar to a garbage truck, but will be dedicated for recycling only. Recology will be taking over the services on January 1, 2011 from Allied Waste whose franchised collection agreements with the Member Agencies expire December 31, 2010.

To accommodate the new single stream recycling, and other diversion opportunities, RethinkWaste's Shoreway Recycling and Transfer Station in San Carlos is undergoing significant construction to transform it into the Shoreway Environmental Center, California's greenest recycling and transfer station. Demolition of the existing materials recovery facility (MRF), where the recyclables were being processed, and construction of the new MRF began in November 2009. Once building construction is completed in the spring 2011, the new 70,200 square foot MRF will house state-of-the- art processing equipment specially designed to process and separate single stream recyclables, where bottles, cans and paper products are mixed together. Installation of the processing equipment began on August 23rd.

Construction is also beginning on the transfer station, and includes expanding the facility to increase unloading space for public customers and an increase in plant materials and food scraps collected from residents and businesses.

Other key features of the future facility include a relocated buy-back center and free recycling drop- off to provide the public a safer and more convenient access to the area, major traffic improvements for customer safety, "Green Building" features, and a new environmental education center.
